ODOT / 2019 STAT Meeting July 19, 2011 Agenda

  • Comprehensive Overview of Bicycle & Pedestrian Accommodations planned for the
  • following intersecting Rights of Way:
  • Abbey Rd.
  • Lorain-Carnegie
  • Ontario-Broadway
  • Towpath

Foundational Meeting Philosophy:

  • Create a meeting environment that works to build trust among all parties. Employ the SCARF Model to accomplish this goal.
  • Notes and action items will be recorded
  • The meeting will be on time
  • Discussion not involving all those present, or that do not lead to achieving the meeting purpose will be corralled

Primary Objective:

Work with the City of Cleveland and ODOT to create the safest conditions possible for Pedestrians and Bicyclists in order to create a world-class connection along the Lorain-Carnegie Bridge.

Secondary Objective:

Utilize innovative infrastructure and pavement markings that put the needs of the Pedestrian/Cyclist first, in order to create a world-class accommodation.

C) A Class B/C 'Recreational Cyclist' from Tremont to downtown destinations and back

D) All non-motorized traffic heading east and then South along Broadway

5. Review potential innovative accommodations from 2019STAT & ODOT that enhance safety

for cyclists and pedestrians

6. Set date for Safe BET (Bike Education Training) Ride of existing conditions

Notes from Jocelyn Clemings (ODOT Public Information Officer for InnerBelt Project)

• John McGovern began the meeting by stating that is primary concern is about the left turn from the “sharrowed” lanes of the Lorain-Carnegie Bridge onto Ontario Street northbound

• Tom Starinsky noted that the casino project would like to add a double-left turn and another light on Ontario; this has been proposed but not accepted by the city

• Doug Blank walked the meeting members through Tremont improvements including the 5 ft. bike lanes in each direction on Abbey Avenue between W 11th Street and Gehring. It was noted that there will no longer be on-street parking between Gehring and W. 19th Street.

o It was also noted that the low-volume roads (via W 19th and W 20th Streets) are signed only as bike routes

o Michelle Johnson noted that this may be an appropriate place to use the “Must Share Lane” or similar signage. Kathy Sarli noted that "the newest sign” would be used on the Lorain-Carnegie Bridge project. This began lots of conversation about the usage of signs (both way-finding and standard). It was agreed to corral this item

• Doug Blank continued walking through the Lorain-Carnegie improvements

o Michelle Johnson noted that way-finding signage is necessary. Marty Cader suggested “Bike Route to Downtown” or “Bike Route to Tremont” signs may be necessary.

o Tom Starinsky suggested that the team differentiate routes for different levels of bikers (classes A, B, and C).

o It was decided by the group NOT to sign the advanced route

o IT was suggested by the group to sign for the multi-purpose path “Bike Route

<arrow> to Tremont” or “Bike Route <arrow> to Downtown”

o Because of increased signage concerns it was agreed to meet again regarding the issue and the issue was corralled

• Doug Blank continued discussion of the connection between the east end of the Lorain-Carnegie Bridge and crossing through to Ontario/Gateway

o Suggestions from the group included marking or signing or using green pavement to differentiate bike areas along the [promenade

o There was some discussion of utilizing green pavement through the cross-walk with ODOT stating doubts about doing this

o Tom Starinsky suggested a need to separate pedestrians from bike traffic in the promenade area

o Is was commented that there IS a signal at the cross walk

o Brad Chase suggested using a “cross bike” next to the cross walk (see attached exhibits). It is likely the “Taiwan” example would work here

o A member of the group mentioned that the Prospect Avenue is shown to be striped with bike lanes per a TLCI grant. This item was corralled

o It was noted that ODOT’s scope does not include anything north of Eagle Avenue

o ODOT will look at the curb-cut on the Gateway side of Ontario to accommodate cross walk and “bike walk”

o Craig Hebebrand explained Towpath enhancements on west side

o The group desires a treatment to the cross walk crossing Carnegie from the

Lorain-Carnegie bike path to the east and crossing the Ontario ramp to I-90 west

o There is a need to accommodate B and C class cyclists through the interchange

o Brad Chase would like further consideration given to signal heads with bike

o ODOT clarified that additional way-finding signage is not part of the project scope, however standard signing as per the OMUTCD is part of the scope.

o There was much talk of a reduction of the speed limit on the Lorain-Carnegie Bridge. Marty Cader deferred to City Traffic Engineering (Rob Mavec. Rob had already left the meeting at this point).

o Michelle Johnson suggested bike boxes at the eastern intersection. There was some opposition that this may not be best place for the first implementation of the boxes, that experienced cyclists may or may not use them and that casual cyclists could cross through the promenade and across the “cross bike” near Eagle Avenue.

• It was suggested that the City utilize ‘Sharrows’ on Carnegie through to E 9th Street

• Michelle Johnson committed NOACA to do a bike count on the Lorain-Carnegie upon completion of the project, with potential for bike boxes at a later time

• John McGovern reiterated concern for speed limit on the bridge itself

• It was suggested that perhaps ODOT could “package” the concerns of the cycling community into something that could be used to change the Ohio Revised Code (ORC)

• John McGovern will poll the group for dates for ride/follow-up meeting regarding way finding and other signage (most likely 7:30-10:30 or 11 a.m. any day but Monday or Tuesday)

• John will set-up a separate meeting with the City regarding additional issues

Craig Hebebrand suggested changing elements in the Ohio Revised Code- the speed limit can not changed because of the ORC

There is a need to address cyclists headed south from the LC Multi-use path toward Broadway. ODOT is building trails to the south and we need to come up with a solution to get people across the I-90 ramps and across Carnegie safely. Explore whether this can be done using “bike crosswalk” similar to one proposed at Eagle Ave.

We also corralled: E. 22nd will be getting green pavement markings as part of the innerbelt project

Speed limit on the Lorain Carnegie Bridge must be addressed as the pedestrian fatality rate doubles when speed increases from 30 mph to 40 mph.  While there is not an exact correlation between cyclists and pedestrians, further examination is certainly warranted. 

Craig Hebebrand believes that a 35 mph speed limit on a bridge may be a part of the Ohio Revised Code.

Signage for cyclists making their way from Tremont must differentiate Class A ‘Vehicular Cyclists’ from Class B/C ‘Recreational Cyclists’ as the route will be very different

Curb-cuts at Eagle and Ontario will require widening to accommodate Bicycle traffic

All on-street parking will be eliminated from Abbey Rd.

UPCOMING MEETINGS

Thursday August 4th from 7:30am to 10:30am

7:30am – 9:00am bicycle tour of existing bicycle facilities on the Lorain Carnegie Bridge.  Tour will begin and end on time at  ODOT InnerBelt Office at 2519 Detroit Ave.  FREE Bicycle Rentals are available from the Ohio City Bicycle Co-op.  Please email Jim Sheehan (OCBC Exec Director) with your height to reserve a bicycle.

9:00am – 10:30am Meeting focused on way-finding and safety signage along the Abbey and Lorain/Carnegie Corridors.  This meeting will take place at 2519 Detroit Ave.

TBD – Meeting hosted by STAT and the City of Clevealnd to determine bicycle and pedestrian facilities north of Eagle Ave that will connect into the heart of downtown.
