Stormwater concerns swell in Northeast Ohio

The continuing battle to shed the [stormwater] fee bothers David Beach, director of the GreenCityBlueLake Institute, an environmentally minded arm of the Cleveland Museum of Natural History. The sewer district might not span all of the territory that fuels flooding, but Beach calls its efforts to control runoff a "great start."

"The sewer district is the largest entity we have," he said. "The current storm-water program is a lot better than the go-it-alone approach of individual communities."
