Nathan a planner at URS in Milwaukee, Wisconsin did study (East side Artist Incubator Study) on feasibility of establishing an arts incubator in Milwaukee. Looked to answer:

How did they engage artists in developing model incubator program. What do artists want?

History: The Business Improvement District saw neighborhood improving and pricing out artists. The BID asked, what can be done to retain artists?

Focused on former Model T factory for arts institute satellite office/student housing/film department/studio space.

BID got grant from state department of commerce for study which included a survey.  But, it was the steering committee that was key to the process. It included 30 people composed of the university and gallery owners. Study focused on the visual arts.
