Forum on regionalism in Northeast Ohio

How can we stem urban sprawl, promote inclusive economic development, rejuvenate anchor cities, and share government services with 400 municipal entities and 700 different taxing units in NEO's 12 counties? NEO's population loss in the last census was 7%; suburban areas grew 33%. Who's in charge and what are the plans?
