Meeting Notes, Observations and Questions
- Representatives of AAA, AMATS, CityWheels, City of Cleveland, Earthday Coalition, Engine Control Systems, GCBL, NOACA, ODOT, and RTA were present.
- Why 7 County Region? Could Stark County be included as well?
- How is this effort funded? Are there federal funds being used?
- How are other statewide and regional climate action plans organized and sponsored?
- Will transportation percentage continue to be same for region's carbon footprint?
- Consider treating non-through streets as "private" rather than "public" for maintenance purposes
- How do other Countries / States do vehicle registration? Can Ohio or our region implement registration fees based on engine size or fuel efficiency and use funding stream for transit or other transportation improvements that address climate change?
- Why doesn't our region have a Vehicle Miles Traveled (VMT) goal? Why doesn't our region have a mode split goal?
- Need for better data on actual and predicted or desired mode split for alternative modes (biking, walking). Opportunity for our region to lead in developing modeling techniques.
- Potential to focus development and transportation in nodes/clusters.
- What is Northeast Ohio's cost of infrastructure (roads, waterlines, etc.) per square mile? Per capita?
- NOACA is currently acting as fiscal agent for Electric Power Research Institute in developing plug in electric hybrids for passenger vehicles, short haul trucks and other vehicles.
- Need to gather better data on commercial truck activity in NEO and impact on CO2.
- Incorporate sensitivity analysis into scenarios
- Many of VMT factors are structural - design of existing neighborhoods.
- What credits or incentives should be developed? Education is part of effort, but incentives may have bigger near term impact.
- What does Northeast Ohio's public transportation fleet look like in 10 or 20 years? CNG? Electric? Diesel? Hydbrid? How can we influence most efficient fleet choices (even if initial costs are more)?
- How can we structure an incentive for increasing tranist ridership (for both agencies and public)?
- What is the best format for discussion and reporting on this effort?
