President Dwight Eisenhower called for the construction of the Interstate Highway System and provided a means to pay for it with the first gasoline tax. Although faced with vocal opposition, he recognized that a modern highway system was essential for the mobility and economic competitiveness of the nation. Eisenhower provided the leadership to build the infrastructure that was necessary for the US to become the world economic leader.

With climate change, global competition especially for energy, inadequate infrastructure financing, and unsustainable development trends; the rules are changing. Every day we see the future - or at least parts of it - in the discussion nationally about 'cap and trade carbon legislation' or a National Infrastructure Bank. Locally we see 'green legislation' or challenges in funding road, sewer, water, and other infrastructure projects.
