This project to tunnel below rail tracks and build huge retaining walls and move massive sewer pipes to connect Battery Park to Edgewater has gone from a $19 Million to a $39 Million estimated project as part of the $49 million phase one of the West Shoreway. The escalation in cost has meant the $7 million bikeway stretching all along the lake bluff has been erased from the project as of September 2011.
