ODOT letter bike/ped path on bridge 1-29

The last letter from the outgoing ODOT administration regarding requests to design a bike & pedestrian multi-use path on the Innerbelt Bridge. In (perhaps soon-to-be changing) ODOT view, transportation enhancements should be spent to enhance areas around the bridge. Cities that are attracting young minds have departments of trasnportation that invest enhancement money on bike/pedestrian access whenever a roadway project happens. Will ODOT's new leadership see the value of Complete Streets?
