Chris Bongorno (CB)—Back in May 2011 STAT appointed as liaison to CS/GS city committee since passage meeting bi monthly unfortunately last meeting attended three weeks ago they met last week McGowan Wasik Franz worked on forming advisory committee and STAT is represented on that advisory committee that’s not to say what this task force recommends will be what gets set in the standard going forward. Good starting point. Could be Chris continue to rep for 2019 STAT. I was tasked with looking at communication and education as part of that committee’s work streams. We’re pushing for standardized training for city staff on how to make CSGS the norm going forward. Also, the Health Impact Assessment Training – county board of health and the city a training for 40 staffers and govt. reps. Looked at two case studies for health impact assessment which is another lens for looking at a policy. Look at health impact lens – how insert a health lens case study look either at an impact of CS/GS project or on a city wide basis. Wasik on board with it. And seeing if there are funds available to do that. So it would be a 6-9 mo process to go through the process for data that can be used in any capital project. So any time doing a street rebuild it would be used thinking beyond how traffic flow is affected. How does it impact school routes or thinking about the “8 and 80” year olds in capital projects planning. Health isn’t at the table but should be on the advisory committee.

John McGovern (JM): How can STAT be involved in the process. Training, etc. for city officials – health as a route for measuring the success of CS/GS (the work streams for the advisory committee have been carved out with leads assigned). STAT’s one pagers were helpful but do we need to stay in front of people to make sure the full intent of the law is achieved?

Brad Chase – (How can we help to implement?) I think we can have impact on the metrics side as well not just respond to the report which will be lead by the Office of Sustainability. We have the nod from the city council to pursue the best practices on metrics.

Are these work streams meeting or just reporting? Not sure.

Kevin – Can we get out ahead of the conversation by taking action such as bike to work training?

(CB) – that doesn’t fall into the capital works training

Barb, John and Angie Schmidt working to compare other cities on metrics around MPO

Think it’s important for us to be involved in metrics but also as a group can we find good trainings that the engineers can go to and pitch for funding

APBP webinars could be an option people like Andy Cross from NOACA were there to get accreditation one way city can attract

West Shoreway Update

STAT inserted itself into dialogue on this project. Has a meeting three weeks ago with Silliman and Bob Brown to discuss city’s role in this complex project. John, Barb and Brad attended.

Brad – we’re all aware of the original goals of the project to transform the boulevard – the plan is a little bit different. So looking at the TRAC scoring and the new coverage of the bike path being removed. There’s confusion in the public about what’s actually going to be built there. Secured a commitment from the city to hold two public meetings (supposed to be scheduled in Nov.). The city wants public comment on it. How do we open the process back up is there an opp to think back to the original intent of the project and the boulevard character rather than repaving and adding some trees down the middle. The bike path was not taken out but unfunded.

Barb Clint—thought STAT was taken seriously. Silliman spent two hours explaining the city’s thought process which is a different situation than how the city treated advocacy groups in past.

City agrees lot of elements that wanted aren’t there. Open to stopping the process to he extent the councilmen (Westbrook and Zone) are on board with the changes – The mayor wants to be known for sticking to the commitment to the developer

Five action steps:

2. Contact Gary Toth from Project for Public Spaces to consult on the traffic modeling explore the ODOT model.

3. Explore funding to support some analysis (approach Gund which is in favor of revisiting this)

4. Speak to Sewer District re: Green Streets and funding

Brad did talk to Kyle they’re interested in this but not on their current plan.

Dave Abbott interested and may have discretionary funds

Got connected to Smart Mobility (through Gary Toth) to do the consulting /review the traffic model. Getting quotes for a whole traffic model and “micro simulation”.

Barb – kicked around idea of Gary Toth to come in for a training on how to challenge traffic models when it comes to he doesn’t buy that Level of Service F means losing Federal Dollars says it’s not true esp. with the current Admin in Wash. Also could explore in detail Westbrook’s idea of converting the outside lane on Westbound. Looking to raise $20K for all alternatives analysis.

Nelson Nygaard a San Fran firm also getting quotes they’re in town for the public Square analysis.

Brad had a meeting with NOACA on how their traffic models work.

Bill (at NOACA) did some research on cannot have decreased level of service on federal road.

He says it’s a grey area – have to meet projections of flow but also meet community needs.

Different communities have interpreted those two points differently – some take it to mean increasing safety of the local population. Do you have aread on ODOT 12

If a project does reduce the level of service our manuals say in urban areas a D is acceptable. In innerbelt accepted a ‘fail’ intersection 30th and Chester the northlane southbound fails but city will accept that. We’re willing to work with the locals and if they say it’s acceptable and feds go along…

We did do a simulation and it showed traffic backing up almost whole length of Shoreway. Issue that the city had we started backing up into Lake Avenue and that people couldn’t get out of their houses on Clifton. Looked at trying to put lights on intersections that’s where problem. It functions as a commuter route – 80% of traffic moves in one direction. Brad – there is a can do attitude an opp for dialogue on what’s most important components working with developer and ODOT and within the budget so there is some hope whether that means traffic lights or something different.

We’re going through a $2 mil project restoring

The micro simulation could look at different scenarios – NOACA’s model looks at the county level looking at the county average for peaks. Motl also could look at tweaking the model. John – think it would be good for this group to understand the model which used to be used for highway expansion and is the model better suited for human scale design of transportation. Action steps?

Public meeting. John is going to call Bob Brown (Jacob said it is probably late Nov. early Dec.). Next hearing Motl – Dec. 15 ODOT will publish a list of the projects and where they score for additional TRAC funding and there will be a comment period open for 3 months before final decision. West Shoreway received a 25 out of 100 Motl heard it was forth or fifth in line John via Zone said it was lower ranked than that.

Brad – which is another opportunity for understanding the TRAC scoring The ask was for the rest of the funds to finish the project.

Gary Toth is interested in coming in for a training.

Bike Cleveland – Jacob VS update

Jacob has a how to get involved sheet.

The Board has met since the org summit. Board adopted goals. We did receive a $60K grant from Gund and our executive committee is starting a search for executive director (hope for end of the year hire)

Barb – working on mission and goals for Bike Cleveland could have a membership piece as part of it.

Jacob – we are moving forward.

How do you define the 3% actual mode share based on the Census report

The connection between Bike Cleveland and STAT

John our mission is broader than biking I would see Bike Cleveland taking over a lot of the bicycle stuff and we would get a report from them and STAT would tackle things like transit

Would Bike Cleveland report to STAT on the bicycle side and all of the bike advocacy

Brad – to early to define what the relationship is until an executive director is selected and the direction of Bike Cleveland solidifies I think it’s a good hope that we’ll put bike advocacy on the new group

Marc Van Allmen – not being an official member of STAT that’s an interesting thought There have been some pretty impressive wins associated with STAT

Rhonda – we struggle so hard to get people at the table that it wouldn’t help to spin it off yet.

Emelio – STAT is a liaison to the 2019 initiative and that’s a different role where Bike Cleveland will be cultivating a membership interested in these issues. I see a partnership between the two where we’re working together.

Chris – Mark said he’s not an official member what does it take

Bicycle Boulevard

Barb – how to implement green streets. We have some students doing analysis on where the streetcars used to run and boil it down to a number volume of traffic width of streets and maybe ED potential, readiness. Met with a GIS student at CSU to do some mapping

Graham gave a quote to do an animation of what it will look like to transform a street a timelapse before and after for corridors. GCBL is also engaging in conversation with Dave Jurca Barb likes it being a whole ride through video. She has about half of the budget

GCBL is working with CUDC on boulevard transformations – we have money budgeted. To actually do the Better Blocks initiative. Brad – that pilot is a learning opp for city officials. We’re engaging the city officials. Barb – can we fold our project into this. One of the funders of this could be the Sewer District. Jenita – they’ve sketched out concepts and are working with consultants who might want to show what actually works – they could be technical consultants as well as funders.

John M. – have to engage cities on bulb outs because they do their own plowing Who from the county should we invite here to STAT. Talk to Bonnie (Teuwen?) or Nate Kelley

John McGovern Update on Lorain-Carnegie Bridge Overs summer did a bike ride with engineers to help them understand the issues

We had a lot of interface with ODOT engineers

How it will be signed. The ball is in the city’s court. Heading east if you’re on the north side of bridge the 15 foot elevated multi purpose trail you can access a path along Ontario and takes you to crosswalk at Eagle

What is the city’s role in taking rookie cyclists to get to Euclid and the Bike Station Jenita – does this group have recommendations on how to treat that.

Brad – Marty said he would pull together meeting with Rob Mavec and city planning and STAT to discuss this.

John – some commissioners got shifted around, but yes, marty said he would organize a meeting.

Jenita – I can talk to Marty about it. I will follow up with Marty. I think it would be helpful that this group has its recommendations. It’s important for folks from Progressive Field be there bc their frontage is important to the treatments so Brad Mohr and maybe Len Komoranski

Motl – once we cross Ontario ODOT thinks should go through the plaza and go on to Huron. But Marty said they want cyclists to go along east side

Brad can we take some sidewalk frontage and dedicate it for bike or cycle track

Motl – one issue there’s not as much room as you think there is

Marc V. Allmen update on bike counts

I’ve tabulated count data but not survey data yet.

Detroit and 25th and 95 cyclists between 5-7 p.m. that was the high count

Want to do analysis looking at posted speeds, conditions on road

I can share the raw data. How does it compare with the last bike count?

This could be a STAT agenda item – to understand what this data means

Poor, acceptable and extreme are the weather contingencies

Action items

1. Weigh in on metrics, training and education (through Health Impact Assessemtn) for CS/GS. Look at specific training opps i.e. webinars

2. Keeping public meetings for West Shoreway on our radar. Should they be pushed off to Jan. (but the review process for TRAC is Jan. – March). Do we do them next week. Jenita heard there’s a West Shoreway public meeting planned for Dec. 1. So action item is to follow up with Bob Brown on the specifics of that meeting. Bob promised to give us what came out of public meeting and what’s being proposed now. We’ll build it off the existing West Shoreway page on GCBL.

3. Action item for Lorain-Carnegie – Jenita will follow up with Marty

4. Chris to Kevin’s point about the Lakefront Plan we react should our reaction be positive/encouraging that we’re encouraged by the exciting vision that includes cycling and pedestrian elements. We’ve never sent a letter from STAT. Can use the 2019 Sustainable Mobility logo and develop a letterhead (Jenita) and can use the logo on the video.
