A proposal that would require all developments in Cleveland to install at least one bike parking spot (and associated bike racks) for every 20 car spots was approved by the Cleveland Planning Commission on April 18, 2008. Approximately 12 bicycles can park in one automobile parking space.
In an attempt to earn a Bicycle Friendly Community designation, Cleveland's ordinance also comes with some incentives for developers, such as reducing the number of required on-street parking spaces. While it still needs hearings and approval by Cleveland City Council, the ordinance is intended to encourage use of bicycles for transportation in Cleveland by providing convenient and safe locations to park them.
The following is a summary of the proposed Cleveland Ordinance No. 522-08 (Proposed by Council Member Joe Cimperman).
The ordinance has two parts. The first part would amend the Zoning Code to require bicycle parking spaces as part of any new parking lot or garage or any expansion of a parking lot or garage including 10 or more additional automobile parking spaces.
The second part of the ordinance applies to licensed parking lots and garages, which are those parking lots and garages that charge a fee for parking. The same bicycle parking regulations apply to these parking lots and garages, except that the regulations would also apply to current parking lots and garages, not just to those built in the future. The proposed ordinance requires that the required bicycle parking spaces and associated racks be installed within 2 years of the effective date of this ordinance.
Where the Zoning Code requires that a certain minimum number of automobile parking spaces be provided for a particular property, the number of required automobile spaces is reduced by 1 space for each 6 bicycle spaces provided.
No more than 24 bicycle parking spaces would be required for any parking lot or garage, regardless of how many automobile spaces are provided.

6/23/08—Cleveland's bike parking legislation passed through Cleveland City Council committee last week and will go to full council for approval this summer, says Martin Cader bike facilities planner for the City of Cleveland. The proposal was approved by the Cleveland Planning Commission in April.
