What is the appropriate density?

"Although the precise level of density at which there is a dramatic shift toward transit use is the subject of debate, there appears to be consensus in (urban planning) literature that net residential densities of seven to ten dwelling units per acre is necessary to support a public transit system," EcoCity Cleveland's Joseph MacDonald, Ph.D, writes in his dissertation. 

Macdonald cites new urbanism author Peter Calthorpe, who supports a minimum residential density threshold of seven units per acre in neighborhood districts, ten units per acre for the overall district, and twelve units per acre within urban areas. 

Net residential density is defined as the number of dwelling units per acre in residential or mixed use, while gross residential density includes the land area plus infrastructure, open space and exclusively non-residential uses.

Where are the best opportunities for RTA to develop a mixed-use TOD project with twelve, or even seven to ten, units per acre?
